What steps do you believe should be taken to improve New Mexico's economic competitiveness? 

Economic development is a three-legged stool. We must improve education for young people in everything from STEAM skills to union apprenticeships. We must support small business owners so some of them can become big businesses. And we must bring in jobs with good wages so all families benefit.

New Mexico is the only state that does not pay its legislators a salary, though lawmakers do receive per diem payments and can qualify for a legislative pension. Do you support or oppose the proposed constitutional amendment calling for a new legislative salary tied to the median family income level? 

We are the only state that does not pay legislators. It鈥檚 a job. It鈥檚 hard work, and it should be compensated. A salaried legislature may open the door for more people to run. At the same time, we should strengthen the legislature鈥檚 conflict of interest rules.

With New Mexico now the nation鈥檚 second-highest oil producing state, would you support or oppose changes to the state鈥檚 gross receipts tax and personal income tax structures? Please explain. 

I have, and will continue to support, reducing personal income taxes for the majority of New Mexicans鈥攖hose who are middle income and lower. I would also support decreasing the gross receipts tax and making it more uniform. Gross receipts taxes are among the most regressive of taxes.

Would you support or oppose imposing water use limits on data centers? In addition, would you generally support or oppose banning data centers in New Mexico? 

Data centers require a balanced approach. They provide good union jobs but also have environmental impacts. I support establishing minimum requirements for labor and environmental impact, including water, so that counties stop competing with each other by lowering standards. I do not support a ban on data centers.

Amid a recent string of high-profile criminal cases involving juvenile defendants, do you support or oppose imposing stricter sentences for adolescents convicted of certain violent crimes? 

I support stricter sentences for adolescents who are repeat, violent offenders. I also strongly support more services for adolescents who have their first brush with the law, to try to stop where they are headed. The families of these adolescents often need support, which too often goes unaddressed.

Would you support or oppose a ban on selling certain types of firearms, including semiautomatic firearms and machine guns? 

Yes, I support a ban on semiautomatic firearms and machine guns, but the challenge is how to enact a ban that is likely to survive a constitutional challenge.

Do you support or oppose using New Mexico鈥檚 National Guard to assist local law enforcement with issues related to public safety? 

I trust local law enforcement to handle their own business. The National Guard should be used only in the rarest and most volatile situations. The feedback about the National Guard aiding law enforcement in Albuquerque in the past year or so was not very positive.

What changes would you propose to improve New Mexico鈥檚 Children, Youth and Families Department? 

CYFD should be governed by an independent board empowered to hire the Secretary and oversee the Department. The board should be required to define performance objectives, accurately report outcomes, and publicly report real data reflecting outcomes achieved.

What steps should be taken to bring New Mexico into compliance with the 2018 court ruling that found New Mexico is failing to provide a sufficient education to all students? 

Eight years is more than enough time for the State to have implemented the requirements of the Yazzie-Martinez litigation. The legislature should be prepared to provide the funds sufficient to implement the changes mandated by agreement of the parties and required by the court.

New Mexico has seen a string of devastating wildfires and floods in recent years. What policy steps, if any, should the state take to address these natural disasters? 

We must be aggressive in slowing down climate change, a major factor in the increase of wildfires and floods. In the short-term, we must increase funding for first responders and assist localities to create resiliency plans. We should also adopt best practices for fire retardation in construction and in forests.

Would you support or oppose a paid family and medical leave program that would require most employees and employers to pay into a state-run fund? 

Paid family medical leave is a beautiful concept. But it shouldn鈥檛 just benefit some New Mexicans. Those with special needs or disabilities, their caregivers, rural New Mexicans, agricultural and livestock employers and employees, and small business owners should be at the table designing the program.
