What steps do you believe should be taken to improve New Mexico's economic competitiveness?

Shift our dependency on industries that have as a by product polluting and contaminating elements, to industries that have as their base line a respect for the environment and our water resources. Eliminate tax exemptions and deductions for businesses that have never grown their company since the breaks were given.

New Mexico is the only state that does not pay its legislators a salary, though lawmakers do receive per diem payments and can qualify for a legislative pension. Do you support or oppose the proposed constitutional amendment calling for a new legislative salary tied to the median family income level?

I support the proposed constitutional amendment that will create a salaried Legislature. Tying the salary to the median family income level for New Mexico is a good starting point.

With New Mexico now the nation鈥檚 second-highest oil producing state, would you support or oppose changes to the state鈥檚 gross receipts tax and personal income tax structures? Please explain.

Our state gross receipts tax of 5.125% is an impediment to our small business start-ups. What is needed is a staggered tax for New Mexico owned small business start-ups starting at 2.125% and growing the rate one percent yearly for four years fixating it at the current level.

Would you support or oppose imposing water use limits on data centers? In addition, would you generally support or oppose banning data centers in New Mexico?

Data centers are the scourge of semiarid states like New Mexico. An existing center has the goal of 4.5 million gallons per day. If we were to place 4.5 million gallons of water in 50-gallon drums, we would make a line from the Santa Fe Plaza to Old Town Albuquerque.

Amid a recent string of high-profile criminal cases involving juvenile defendants, do you support or oppose imposing stricter sentences for adolescents convicted of certain violent crimes?

The courts should have discretion in the sentencing of our youth. Society in general, and rehabilitation of youthful offenders are not better served by imposing mandatory sentences. The outcome to sentencing should not be to warehouse our youth but to rehabilitate them to become productive citizens.

Would you support or oppose a ban on selling certain types of firearms, including semiautomatic firearms and machine guns? 

I support a ban on military style assault firearms like the AK-47 and the AR-15. These firearms were made for the battlefield to take out a human life and not for target practicing or deer and elk hunting. We should also make illegal the manufacturing of 鈥済host鈥 firearms.

Do you support or oppose using New Mexico鈥檚 National Guard to assist local law enforcement with issues related to public safety? 

I support using New Mexico鈥檚 National Guard to assist local law enforcement with public safety issues in the same form and fashion that Governor Michelle Lujan Grisham utilized them.

What changes would you propose to improve New Mexico鈥檚 Children, Youth and Families Department?

It is imperative that we stabilize the administrative function of CYFD by creating a Children, Youth, and Family Commission that would make policy and direct operations. The Commission would be created by a constitutional amendment voted on by the electorate.

What steps should be taken to bring New Mexico into compliance with the 2018 court ruling that found New Mexico is failing to provide a sufficient education to all students?

Yazzie/Mart铆nez (2018) is to Native American children what Serna vs Portales School Board (1972) was to native Hispanic children. Areas that need addressing are recruiting and incentivizing highly credentialed and skilled teachers to teach in low performing schools and adopting a culturally based and heritage language focused curriculum.

New Mexico has seen a string of devastating wildfires and floods in recent years. What policy steps, if any, should the state take to address these natural disasters?

The majority of US Forest and BLM lands in northern and central New Mexico were once thriving and well managed common lands of our first Spanish Land Grant settlements. These communities have never relinquished their right to those lands. They would be better stewards of those lands in preventing wildfires.

Would you support or oppose a paid family and medical leave program that would require most employees and employers to pay into a state-run fund?

Providing paid family and medical leave improves the quality of life of both employees and employers. These initiatives strengthen the family unit and workforce. The state should provide a gross receipts tax reduction to 3.125% for participating employers

Have you ever been arrested for, charged with, or convicted of drunken driving, any misdemeanor or any felony in New Mexico or any other state? If so, explain.

No DWI arrests or felonies. In 1971, while a sophomore at Eastern New Mexico University (Portales, NM), I was arrested for a 鈥渟it-in鈥 at the President鈥檚 Office. Chicano students were demanding an end to discriminatory hiring practices of native Hispanos
