What steps do you believe should be taken to improve New Mexico's economic competitiveness?
Education is key. The Martinez lawsuit brought attention to PreK-12. New Mexico is highly recognized for Universal Childcare and Opportunity Scholarships. With declining enrollments, it is critical that we build strong support for our students to excel, stay in NM and contribute as entrepreneurs, carpenters, teachers, attorneys, doctors, filmmakers, etc,
New Mexico is the only state that does not pay its legislators a salary, though lawmakers do receive per diem payments and can qualify for a legislative pension. Do you support or oppose the proposed constitutional amendment calling for a new legislative salary tied to the median family income level?
I strongly support this amendment. It will bring much needed diversity to the legislature, especially in terms of professional experience, field of expertise, age, educational background, socioeconomic and family status, etc. University professors like me won't have to wait to retire before they can afford to run for office.
With New Mexico now the nation鈥檚 second-highest oil producing state, would you support or oppose changes to the state鈥檚 gross receipts tax and personal income tax structures? Please explain.
As the second highest oil-producing state in the nation, we can鈥檛 take growing revenue for granted, for they can also decline. Any changes we make to personal income tax must protect the essential services our communities rely on, and ease burdens on families. I do support simplifying the GRT system.
Would you support or oppose imposing water use limits on data centers? In addition, would you generally support or oppose banning data centers in New Mexico?
In the near future, we may all experience imposed limits of surface water use, so as not to tap into the ground water. How do we trust that jobs to build centers will be for New Mexicans and that the centers will invest in NM when plans continue to shift?
Amid a recent string of high-profile criminal cases involving juvenile defendants, do you support or oppose imposing stricter sentences for adolescents convicted of certain violent crimes?
Public safety is a top concern for every neighborhood and family in HD 30 and surrounding districts. We must review prior convictions and take extremely violent and repeated crimes into account. We must review the offender鈥檚 development including any disability or medication taken that affected the actions of developing youth.
Would you support or oppose a ban on selling certain types of firearms, including semiautomatic firearms and machine guns?
Public safety, public health, and responsible gun ownership should go hand in hand. I support reviewing limits on sales of certain high risk firearms as part of a broader strategy that includes mental health services, community prevention, testing and reporting use of psychotropic drugs when a shooting results in death.
Do you support or oppose using New Mexico鈥檚 National Guard to assist local law enforcement with issues related to public safety?
It's common sense to continue the role the National Guard plays in natural disasters, wildfires, floods. and medical emergencies. Guard members receive military training, but not police or social work training. Activating the Guard in support roles, not police roles, in high need areas with limited services could save lives.
What changes would you propose to improve New Mexico鈥檚 Children, Youth and Families Department?
We have a great start with the Office of the Child Advocate. As we decide if CYFD will be under direct gubernatorial control or under an independent commission, we must hire more staff and build a skilled, knowledgeable workforce, assigned adequate hours to strongly support children, families and become leaders.
What steps should be taken to bring New Mexico into compliance with the 2018 court ruling that found New Mexico is failing to provide a sufficient education to all students?
Step One: The entire state provided input on the Action Plan. It's important to invite the Martinez plaintiffs, who are working families that cannot easily take leave from their jobs without notice. They made public education a fundamental right in NM, and have a lot to say, including specific recommendations.
New Mexico has seen a string of devastating wildfires and floods in recent years. What policy steps, if any, should the state take to address these natural disasters?
There must exist inter-collaborative networks between major stakeholders and experts including land grant heirs, land grant officers, acequieros, tribal leaders, local community leaders, state agencies, volunteer firefighters, and federal agencies. The state must continue providing resources and emergency evacuation support. Any decisions to allow burning must involve the network experts.
Would you support or oppose a paid family and medical leave program that would require most employees and employers to pay into a state-run fund?
In general, I support it. However, it is always important to see the bill first and maybe develop in steps.
