What steps do you believe should be taken to improve New Mexico's economic competitiveness? 

The most important step is to make sure New Mexicans have access to medical care. As it is, medical care in the state is difficult to obtain. Medical offices support jobs, and if a community does not have a doctor, it is difficult to attract workers.

New Mexico is the only state that does not pay its legislators a salary, though lawmakers do receive per diem payments and can qualify for a legislative pension. Do you support or oppose the proposed constitutional amendment calling for a new legislative salary tied to the median family income level? 

I learn toward supporting a legislative salary because it would open up the opportunity for more people to run for legislative office.

With New Mexico now the nation鈥檚 second-highest oil producing state, would you support or oppose changes to the state鈥檚 gross receipts tax and personal income tax structures? Please explain. 

Depending on hydrocarbon extraction revenues to fund the state is not a permanent solution. New Mexico should move towards clean and carbon-neutral forms of energy. Regarding changing the state's tax structures, I would need to examine the specific changes before making an opinion about supporting them or not.

Would you support or oppose imposing water use limits on data centers? In addition, would you generally support or oppose banning data centers in New Mexico? 

My opinion regarding the building of large, energy-hungry, thirsty data centers is that the affected communities should have a say in whether or not they can be built. I would carefully consider bills that ban data centers, as long as they are lawful and constitutional.

Amid a recent string of high-profile criminal cases involving juvenile defendants, do you support or oppose imposing stricter sentences for adolescents convicted of certain violent crimes? 

As a pediatrician I realize that a child's brain is not fully developed and therefore a child committing a crime is different that an adult. However, I believe children who commit certain violent crimes can be appropriately tried as as adult. I am against the death penalty for children.

Would you support or oppose a ban on selling certain types of firearms, including semiautomatic firearms and machine guns? 

I would support a ban on the sale of certain types of firearms. Enforcement measures would need to be carefully written.

Do you support or oppose using New Mexico鈥檚 National Guard to assist local law enforcement with issues related to public safety? 

Using New Mexico's National Guard to assist local law enforcement should occur extremely rarely, such as during a natural disaster. So, I don't oppose it, it should be used sparingly.

What changes would you propose to improve New Mexico鈥檚 Children, Youth and Families Department? 

There needs to be an enforcement mechanism to hold CYFD accountable. What I have seen in my pediatrics practice is too many foster children cases being handled by far too few caseworkers. Caseworkers work hard but are overwhelmed. I would want to recruit more caseworkers and pay them well.

What steps should be taken to bring New Mexico into compliance with the 2018 court ruling that found New Mexico is failing to provide a sufficient education to all students? 

An enforcement mechanism with accountability needs to be put in place for school districts to be in compliance with the Yazzie Martinez Action Plan.

New Mexico has seen a string of devastating wildfires and floods in recent years. What policy steps, if any, should the state take to address these natural disasters? 

I am a survivor of the Hermit's Peak/Calf Canyon fire. I would support summer programs that hire high school and college students to thin the forest and help homeowners develop defensible space around their homes. Tax incentives are another idea to encourage home-hardening upgrades.
