The Albuquerque Public Schools Board of Education voted Wednesday to approve adding a ninth-grade cohort to Roosevelt Middle School, which currently serves grades six through eight. 

APS officials said they hoped the move would provide more options for high school students living near the East Mountains.

A report submitted to the APS board said school officials intended to add one grade level to Roosevelt each year until the school enrolled grades six through 12.

If the changes are approved by the state Public Education Department, it would be the first time APS added high school grade levels to one of its middle schools, district spokesperson Martin Salazar said.

Though originally slated to begin in the upcoming school year, Deputy Superintendent Randy Mahlerwein said Wednesday that APS only had four students who were interested 鈥� not enough to start a ninth grade class in August 鈥� so the district would wait until the 2027-28 school year.

鈥淲e were ready to begin, but we don鈥檛 believe at this time it鈥檚 the right move,鈥� Mahlerwein said.

Roosevelt Principal Dave Roberts said administrators called each eighth grade family to determine their interest in an extended ninth grade in the springtime, but by then, most students had already decided where they would be attending high school.

鈥淚t was really hard to kind of unring that bell,鈥� Roberts said, 鈥渨hich is why I'm really grateful for the potential opportunity here to plan it correctly and really get the students on board.鈥�

The vote was unanimous, with the exception of board member Janelle Astorga, who was absent.

Roosevelt, located in Tijeras, enrolled 397 students during the 2024-25 school year. The school ranks among the top quarter of New Mexico public schools 鈥� Roosevelt students outperformed district and state averages in reading and math across all demographic groups that year.

Roosevelt is a global leadership magnet school, which APS says means students are taught international issues and current events integrated into the curriculum. The new high school grade levels at Roosevelt would also be a part of the program, district officials said.

Most students from Roosevelt either go to Manzano High School, an east Albuquerque public school recently added to the state鈥檚 monitoring list for low graduation rates, or to East Mountain High School, a small public charter school in Sandia Park ranked among the top high schools in New Mexico by the PED.

Since East Mountain鈥檚 admissions lottery will give preference to students who attend its new middle school, an expanded high school pathway at Roosevelt would give parents another option while allowing students to stay at APS, Roberts said.

鈥淭here are many families out there who, for whatever reason, do not feel comfortable sending their students into town,鈥� Roberts said. 鈥淭hey just don't want to do it, and I don't want to speak to why. I'm not exactly sure.鈥�

Roberts said he is not of the same opinion 鈥� he taught at Manzano for seven years before his tenure at Roosevelt.

鈥淚 think it鈥檚 a wonderful school,鈥� he said.

Adrian Jimenez, who teaches in the film program at Manzano, addressed the board before the vote with concerns about how losing students could affect the school鈥檚 finances. New Mexico schools are funded through a state formula based on enrollment numbers each year.

鈥淚t feels like I don鈥檛 really have enough to provide the students, and I really, really love my students,鈥� Jimenez said. 鈥淚 feel like with all of this, we haven鈥檛 really thought of the side of what is happening to Manzano.鈥�

Superintendent Gabriella Dur谩n Blakey said Wednesday she did not foresee Manzano receiving fewer funds after the changes.

鈥淭here is an assumption that if these students didn't go to Roosevelt, they would go to Manzano, but they probably weren't going to go to Manzano in the first place,鈥� Dur谩n Blakey said.

APS officials said the cost of the expansion would be slight, since the cohorts will be so small initially. According to the report, APS would need to hire one full-time equivalent teacher to accommodate the new ninth grade class at Roosevelt. Mahlerwein said Wednesday the district would ask existing teachers to take on multiple sections.

The report predicts 40 students will make up Roosevelt鈥檚 first ninth grade class.

The application now moves forward to the PED for approval by Secretary Mariana Padilla.
